He could. But unless there was a misplay in RF 98% of the time in MLB the B-R would stop at 2B so that 's where he should be placed.

Seriously? Softball rules are idiotic if they freeze advances by getting the ball into the circle while advances are still underway. Never mind trying to get runners out or head them off - just stop...

F4 should know R1 is going to be running by. Just running by is nothing.

Unless R1 did something that got into F4's path and thus forced F4 to physically alter his fielding then it's nothing.

F2 had a clear lane to throw.
