A close pitch on an attempted stolen base that is taken is ALWAYS a strike, unless it's caught really ugly by the catcher.

Why ?

Because nobody is looking at the pitch, they are all looking at...

1. Agree; If the catcher catches it in the bottom half of the zone (or at least below his chin). Otherwise, a chest high (out of the zone) curve is not going to look like a strike.
