Basically, yes. As Felix said, sometimes the organizer will send out an email looking for officials, but I just find events on AES or Sportwrench on the weekends that I'm available and sign up.

If a player is removed from the set via exceptional sub, I think that:

NCAA allows that player to return to play in subsequent sets, and the exceptional sub is not counted as one of the 15 subs...
