team a calls time out, after time out they send 7 players on to field. whistle blows to start play and ref counts 7 and blows whistle. is this a flag or tech. foul turn over?? free clear??

After the TO the bench-side official should engage his beeper and allow the teams the full 20 seconds to get the right number of players on the field. After that time, if a team wants to play short-handed, they can. If team in possession has too many out there..it's a turn-over (no flag). If team not in possession has too many...then it's flag down.

I thought we always have to restart with proper number of players? My understanding was a team could NOT play with fewer....

By rule, the only time the officials have to see that teams have the proper number of players on the field is at the start of a period and on the re-start after a goal. At other times if a team wants to play man (no penalty for stupidity)..they can...as long as the sub who dashes in late does not create a disadvantage for the other team (then you'd have an illegal substitution)
