Here's the situation. Ball is on the ground, someone scoops it and is immediately stick checked. The ball's location is lost to most players in the pack. A player comes from outside the pack and drills any opposing player available, making no attempt to play the ball or block an opposing player so his player can get the ball. This has happened in every game I watched this year and a call was made only once, when the player came in full speed and threw a cross check up under the player's face guard into his throat. The player trotted off the field waving his stick in celebration as the player he blind-sided lay unconscious
on the field. One minute cross checking penalty called.

New Rule Needed
 
Good point you bring up lax fan.
It sounds like the officals where not doing there job and should had made a call. Not seeing the situation and under what sercumstances I can not judge. Anytime the ball is not in that five yard zone a call needs to be made. Either a late hit (ileagal body check), or a USC. Also the coach should be warned that this will not be tolorated. There are other elements that the kids need to learn other then hitting. It sounds like the coaches are not teaching the correct fundementals and these kids will always think this game is about "laying someone out".
All players should be aware of where the ball is located even in a scrum. This is what sperates good players from great players. Ball awareness as a lacrosse player is something that should be taught at the earliest of ages.

The first case you describe should be called unnecessary roughness, particularly if the player takes a running start.

The second case deserves at least 2:00 for the cross check, maybe more or maybe an USC, followed by an USC for the taunting, possibly an ejection.

There is no new rule needed for the situation you called. Like said above you can call unnec. roughness, illegal bodycheck or a crosscheck.
