We recruit from some of the local colleges in the area and reach out to the club sport or intramural directors. They train many officials for numerous sports and would certainly have interested prospects for you.
The other thing I have done was simply put an ad on smart recruiter and that has drawn interest/gotten the word out to people looking to supplement their income with officiating. It never hurts to talk to current officials already working another sport as many are looking to cross over to other sports.
