extra attacker allowed when on penalty kill?

Is it legal for a team to add an extra attacker when on a penalty kill?

Am curious as had this happen in a game recently, and was wondering if the on-ice officials blarged.

I think you mis-use the term "blarge"

The word blarge comes from combining block and charge...and only happens when officials don't follow their prescribed mechanics.

I've never seen it used outside of basketball officiating.

If they pull the goalie, they can put on an extra attacker. Can be done whenever the team wants.

Other than that, any other time a team puts on players they're not entitled to have, its too many players....but i think i need a bit more info on the situation.
