If the league rules were such... you could suspend the game (lack of non-DQ'd players) - and let the league deal with it.

I'm going to "assume" the announcers are alluding to the officials letting the game get out of hand by not keeping control, calling penalties, etc., and that this was building up and this is the result.
Of course, I have no idea if these are rivals, there was bad blood to start the game, or if in fact what the announcer alleging is true.
