More from Redding that has me confused.

Watch example #6 at 6:16 into the video.

He says that RFP applies whether the pass is legal or illegal. In NFHS, 2-32-11 is clear that a legal forward pass is required. Is this difference in NCAA?

Further, the WH in the game says after review that since it was a legal forward pass, they were going to enforce roughing. This seems inconsistent with Redding's statement.

Yes.

NFHS and NCAA define the "Passer" differently:


NFHS 2-32-11: "A passer is a player who throws a legal forward pass. He continues to be a passer until the legal forward pass ends or until he moves to participate in the play."

(emphasis mine)

NCAA 2-27-5: "The passer is the player who throws a forward pass. He is a passer from the time he releases the ball until the pass is complete, incomplete or intercepted or until he moves to participate in the play."

Then it seems there should have had a flag down for a RFP as well, and the WH's explanation was off.

But you'll notice that Redding did not comment on the ref's anmt, while he did state his approval of things done by officials in the other cases.
