Federation Rules I understand the definition of chop block...contact high and then contact low...safety issue...
Question...
Line of scrimmage situation. Guards set a yard to a yard and half away from snapper. After snap, snapper contacts middle defensive guard at or below knee. After initial contact by snapper, right or left offensive guard contacts middle guard above waist on the opposite side of the snapper knee contact side. The contact by offensive guard is a definite delay. Ball is in the zone.
1. Is this legal, since contact was not simultaneous?
2. If this is considered to be a safety issue and legal however, is there anything going on currently to address the chop block rule, to address this potential severe knee injury issue?

If I understand your scenario correctly, this is not a foul. A chop block is when one offensive player hits a defender above the waist and "stands him up" and then another offensive player hits him below while he is vulnerable and cannot protect himself. If the first blocker hits the defender low and then a teammate hits him high, this is legal. Also, if one hits high and one low simultaneously, it is legal. It is only a foul if the low block is a DELAYED block after he is hit above the waist.
