NFL post-TD penalty enforcement
 
I was watching tonight's Steelers-Ravens game. After the Ravens scored a TD to make it a 13 point game with a try pending, they were flagged for a personal foul, which was announced to be assessed on the kickoff. I assume this means there's no option in the NFL to force them to go for two from the 17. Is this correct?

Also, how does the enforcement differ in high school and college?

NFL: A foul by either team after a touchdown and before the ready-for-play signal is enforced on the next kickoff.

Even if you did penalize them on the try, why in the world would they be forced to go for 2 (in any ruleset, any age)??? There are ruleset where this can be penalized on the try, but they can still kick it.

I didn't mean to suggest that they'd be forced to go for two by any sort of rule. In this situation where the game situation dictated that the Ravens would have to go for two, it would have been more advantageous for the Steelers to have it enforced on the try if they had a choice.
