A has 1/10 with ball on their 25. During play, ball is in the hands of QB at his 22 when a hold occurs on A and is flagged at the 24. QB is tackled at 30.

My belief is that it is a spot fall, and that it should be 1/21 but was told it should be from previous spot. We discussed it, looked at all but one, but still confused. Only talking a yard of course but want to get it correct.

Would appreciate your input.

This is a running play. The basic spot is the end of the run.

Under All But One, this is a foul by the offense behind the basic spot. This is the ONE in all but one. Penalize from the spot of the foul.

1st & 19 from the A14.

Depends on which ruleset your using.

Under FED, you would be correct. 1st and 21 from the A14.

Under NCAA rules, a HIPI foul (Holding, Illegal use of hands, Personal foul, or Illegal block) foul is enforced from the previous spot if the foul occurs behind the previous spot, making it 1st and 20 from the A15.

I believe the NFL rule is the same as the NCAA rule, but I'm not 100% certain of that.

Yes. The current NFL provision on that is a little more than 40 yrs. old as applied to fouls by team A. NCAA changed several yrs. later. Before that they were the same as Fed.

NFL changed it to apply also to fouls by team B less than 25 yrs. ago.
