When an official marks progress with his foot is the ball spotted with the forward tip at his mark?

Yes.

It depends. If I toss him the ball to put it down at his feet and he puts it with the middle of the ball at his toe, I'm not telling him to move it. In some cases like on a change of possession outside the red zone or any first down outside the red zone, if the wing's foot is near a yard line I might move it to the yard line for him.
