What about at the start of overtime periods? What if a team uses all 3 timeouts in the first quarter?

Then I guess it would be delay of game.

Seems pretty silly to me to penalize just once a condition that remains for the rest of the period. If there were anything else about a player's dress that was out of regulation, wouldn't the player be disqualified until the gear conformed?

I mean, the colors either allow the officials & opponents to read the shirt numbers easily enough or not. If not, why continue the game?

Presumably because the NCAA doesn't want to end up in a situation where a nationally televised game has to be suspended/not played/forfeited because of a jersey rule.

If they're going to accede to leverage like that, I could imagine things the home team in particular could say at the last min. is out of their control but happens to benefit them.
