Question about NCAA Playing Rules and the SEC.
 
I ran across this article on ESPN: SEC defines quarterback 'strike zone' for defensive players - ESPN

How can the SEC unilaterally change or add a playing rule?

The SEC did not really define anything as it relates to the rule. The SEC is having media days and they are talking about it. We should always take some level of "grain of salt" for those situations when it comes to how the media reports on rules. The NCAA committees are made of coaches and coaches ultimately came up with these rules or situations with rules and their enforcements and interpretations.
