NF - No. NF won't allow the rulebook to be posted online.
NCAA - Yes.

The only electronic format of the Fed rulebook that I've seen comes with the athletic rules study software... Even then, it has to be used in conjunction with the software... And it's not a .pdf... It's a help file...

It doesn't have to be used with the software. You can copy it to your hard drive, place a shortcut on your desktop and use it as a computerized version.

Right you are... The name of the file that shows up when you open the rulebook via the application is not the actual name of the help file...
