You can't decline a safety if the quarterback is sacked in the end zone on the last play of the game ( or any other time) but you can if the safety was the result of a penalty. If there was 1 second left and all the fouls were correctly called, LSU would have taken the safety.
I could be wrong, but my understanding is you can't decline the safety here, even if you decline the penalty.

I have a vague memory that this is not true under NFHS. Illegal forward pass from EZ is a safety. No options. Anyone know for sure?

Correct, you can decline the distance but you gain the points no matter what in NF.

Not just IFP, but any penalty that is enforced from the ez. In this case, it wasn't an illegal forward pass (as announced); in this case it was an illegal batting.

This is true for an incomplete illegal forward pass from the endzone because the run is considered as ending at the spot of the IFP. (In NCAA, the offended team can decline the penalty and have the ball returned to the previous spot.)

A completed IFP will have a result of the play, whatever it may be, that can potentially be accepted by the offending team declining the penalty for the IFP.
