NCAA uniform rule?

Was watching part of the Auburn/Missouri game and could not help but notice that the Auburn FG kicker wore what appeared to be shorts! There was no way his pants even came close to his knees and I'm not quite sure he even had knee pads inside. I'm not familiar with recent NCAA rules. Is that legal? I also see a lot of wide receivers whose pants are very questionable. Am I wrong here?

They are supposed to wear pads but they aren't required to cover the knees. Kinda defeats the purpose huh? But that's the rule.

And there's no rule about what size the knee pads have to be, just that they have to wear them... and believe me, kickers can find amazingly small knee pads when they want to. I think some of them are using knee pads intended for Pop Warner-aged kids.
