Offsetting Penalties Enforcement
 
A1 trying to score. Goes out of bounds at the 1. After the play A2 and B2 are flagged for offsetting unsportsmanlike penalties.

Where is the ball after the penalty?

NFHS- if possible to determine, assess in the order of occurrence. NFHS does not offset unless the sequence can not be determined. Most USC's can be determined which happened first. The succeeding spot will depend on whether A or B incurred the first penalty.

NCAA- I'm pretty sure they offset, ball at the one.

NFHS - so if A1 shoves first and B1 responds then you march back 15 to the 16 yard line and then half the distance back to the goal, correct?

That's right, except shoving is, if anything, a DB/PF, not UNS.
