Touchback or penalty on Kickoff
 
Team A has a free kick. The ball crosses the ob line at the 1 but hits the pylon on the goal line on the way. Do we have a touchback or a penalty for kicking the ball ob.

The ball is not OOB by rule until it touches something OOB. Since the pylon is OOB behind the GL, your play is a TB. The kick crossed the GL before it touched anything OOB.
