illegal touching enforcement
 
Where is the 5 yard penalty enforced from. Or otherwise where is the basic spot for enforcement

Assuming nfhs...
Touching always precedes possession...so you have a foul during a loose ball play.

Right. All but one.

If the illegal touching is behind the line of scrimmage, the spot of the touching will be the enforcement spot.

If the illegal touching is beyond the line of scrimmage, the previous spot will be the enforcement spot.

It was NFHS. I've only seen it called once(and to be fair)this was the only time I have seen it.
It was also in a 9 man game which (I think ) would. be tougher than 11 man due to numbering requirements not being there in 9 man
