Count the TD?
 
I was reading a social media website and they have a link to a video on YT.

TM vs Ariton 9/7/13 Highlight of the Game - YouTube

State the rules set that you officiate and if you would count the touchdown. It appears to be a 3- or 4-man crew. Were any of the officials out of position at the time of the touchdown?

That looks like a double-wing 3-man crew. Positioning is always tough when working that way. Outside of being on the field to start, I don't have a big problem with the positioning. Either the trailing R or the trailing L have to get that foul on #14.

As to the foul, it looks like a dead ball personal foul to me. Score counts penalty on the try or ensuing kickoff. FED/NCAA

Count the TD, dead ball PF on White #14, enforced on the try or the kickoff (FED/NCAA, I'm 95% sure NFL is the same in this regard)

Mechanics wise, everything that's visible on the video looks fine to me. Wings should be starting on the sidelines, IMHO, but for youth ball it's not as big of a concern.
