NCAA Timing Question

NCAA Rules Timing Question.

Team A has the ball and throws and interception to Team B where they are downed at the 2. Penalty by Team B is accepted (JV game that is what they did).

What is the status of the clock?

Do we run the clock on the RFP or the snap?

Rules reference would help, we were not 100% sure the reasoning.

Also would it matter if the ball was downed in the EZ instead of the 2?
