Penalty Enforcement
 
How about some comments on this one:
NFHS Rules
3rd and 10 for A at B's 40. A21 advances to B's 35-yd line where he is tackled. After ball is dead B52 knocks A77 to ground, and A73 retaliates with a hard shove.
What do you have? Whose ball? where? what down? and what distance? If you've got rule references please add.

What if it's 4th and 10, with the rest of the circumstances being the same as above?

relatively new football official here, so I'm stabbing at it.

DBPFs do not "off-set", so...

Starting with 3rd and ten, I've got 1st and ten for A at B's 35. You march off the 15 for B's foul first, mark the first down, and then head back to the 35 for A73's idiocy.

Starting with 4th and ten, 1st and ten for B at the same spot.

Adam, yards weren't gained at the dead ball spot.

Absolutely correct for NFHS rules.

NCAA: offset the personal fouls and treat as dead ball fouls (10-1-5). Under the new rule this year, these fouls could be called unsportsmanlike conduct and subject the players to a DQ if they commit another USC. We're probably going to call these USC fouls - they still offset -- early in the season and games.

Anyway, its 4th and 5.

Sorry, no. 1/10 comes after the walk-off for the defensive personal foul. Then we walk it back for A's personal foul. So, the ball doesn't move, but we still get a 1/10.

Would have been 4/5 otherwise.
