The closest I have every seen a runner do this was at the lower level and I eventually flagged it when I continuously saw a kid doing this on purpose. It was certainly bad technique and bad understanding that they could not do that. Otherwise I have never really seen it other than what I deem to be accidental at best. I think there is more emphasis on these plays, but I know I have more support to penalize it where before it was seen as "football" if these things happened.
