NCAA rules regarding bands playing during play

I have read the NCAA rule about bands playing during play or just before play.

Here is the rule I pulled from the NCAA book.
5. Persons subject to the rules, including bands, shall not create any noise
that prohibits a team from hearing its signals (Rule 1-1-6).
PENALTY—Dead-ball foul. 15 yards from the succeeding spot [S7 and S27].
Automatic first down for fouls by Team B if not in conflict with
other rules. Flagrant offenders, if players or substitutes, shall
be disqualified [S47].

My question is, does the officiating crew care about this, do they enforce it, or do they wait until a coaching staff brings it up?

I attended a game last week, indoors, and one teams band started playing after the players were set for play, just prior to the snap (the band director was actually telling the drum majors when to start). This caused several false starts, which ended up costing the offense a probable TD (they were inside the 15 att) and settling for a FG. Don't think it would have changed the outcome of the game, but you never know. It definitely fired the defense up though.

Thanks for your input.

I have shut a band down before for doing this. They would create a loud blast just as the QB was giving out signals. The blast was so loud that it made me jump along with several lineman. I let the game management do the actual shutting down. I spoke with head coach so that he was aware of the rule. It's fine if they want to play music, but it's that loud blast that creates issues. If they want to argue, then kindly suggest they create the same noise when their own offense is on the field.

Besides provisions making the ball dead, what about others that in some codes treat "the runner" differently from other players? Tripping? Contact with head or headgear? Pushing from behind without use of hands?
