Another fair catch question

NFHS rules.

The kicking team kicks a short, high kick to the second line of returners on the return team. H40 signals for a fair catch and catches the ball. Just after the catch, A25 tackles him to the ground after the whistle. What is the penalty and the enforcement?

This happened in our game last week and I asked the official on our sideline a few minutes later about the enforcement but I couldn't hear him all that well.

If the contact occurs before the catch, it could be KCI, a live-ball PF for illegal contact, or nothing. If it occurs after the catch (as you state), it could be a dead-ball PF for illegal contact or nothing.

Tackling R after a valid fair catch would ordinarily be a dead-ball PF. 15 yards from the succeeding spot.

It was definitely after the catch. How is it determined if the penalty is a PF for illegal contact or nothing? The severity of the contact?

The official explained something about we could take the result of the play (Where he caught it at) or we could move the kicking team back five yards and make them kick again. I may not have heard him correctly though.

If, indeed, the hit was after the catch, he was wrong or you heard him wrong. This is either 15 or nothing. Err on the side of 15.

Yeah, that makes no sense. If the foul occurred after the fair catch, then the ball was dead. It's not possible to make K rekick/replay the down as part of that penalty.

Maybe he was thinking of KCI, where the options are awarded FC at the spot or penalize K 15 from the previous spot and rekick? But that's live-ball, and then 5 yards doesn't fit. Who knows...people make stuff up.

5 yards and an option sounds more like the no-longer-valid Halo infraction. NCAA did away with that a few years ago. Did Fed as well?

Fed never had a halo. It's just interfering with the opportunity to make a catch.

Ok, but was it 5, or was there always just the nothing or 15 options?

In FED, KCI is (1) 15 from previous spot & replay, or (2) awarded FC at spot of foul (no yardage), or (3) result of play. AFAIK, there's never been a 5-yard penalty associated with this foul.
