new rule ?
 
The the new rule 9-3-8 the way the rule is written is says no member of the kicking team shall initiate contact an opponent until the a) legal kick has traveled 10 yards or b) the kicking team is eligible to recover a free kicked ball

wouldn't the way this is written also mean that k cannot initate a block on scrimmage kicks too? I know this has little effect on the spirit of the rule and how we call it but in you opinions is this what the rule says?

When is 10 yards an issue? During a free kick.
When can K recover a free kicked ball? During a free kick.
