I don't think he's talking about the strike, I think he's talking about the actual organizational structure.

Well it is possible that it has a different organizational structure, it is afterall the 3rd largest city in the country.

Lake Forest high school district teachers went on strike too.

Glad to hear CPL kids can practice considering the rough environs the kids live in. Keeps 'em out of trouble. (Hopefully.)
