A better subject line would be, "During the interval in which it was not illegal...". That was an accidental loophole that existed for some years after some revision of the NCAA football rules.

Was there a rule that prevented the holder from rising to pass at that time? Or handing the ball to the kicker for a pass?

I don't exactly understand why this was a problem.

Watch the video again... the ball isn't being passed by the kicker, it's tossed into the air by the holder and batted forward by the kicker.
