4th down and Offensive PI

Got one that I cannot get an answer for from multiple officials. It is 4th down from A's 32 yard line with the line to be gained at the 41. Quarterback passes the ball and, on the 45, the offensive pass interference to keep the ball from being intercepted.

What is the enforcement?

FED:
15-yard penalty from previous spot, plus loss-of-down.
1/10 for B at A's 17 yard line.

NCAA:
15-yard penalty from previous spot, no LOD.
4-24 for A at A's 17 yard line.

not incorrect

NFHS right on....

NCAA most likely will be declined B 1-10 at the A32. At least in my game it will be declined.

True... NCAA would almost certainly decline the penalty on 4th down... on 1st, 2nd, or 3rd down, it would probably be an "ask the coach" time.
