True... with one assumption.
Did OP mean, by saying "holding on an eligible receiver" that the receiver was the VICTIM of the holding, and not the guilty party of the holding? Rather ambiguous. If he meant he was the one held ... most officials would say, "Holding on the corner back (or LB, or whatever). But if that's what he meant - the fouls offset. If both fouls were on A, the hold would be declined so that B could retain the ball, and then the Facemask enforced.
