Block below the waist
 
If a block initiates high and the blocker slides down to block below the waist - is it still a foul?

Exactly right.

Now, you may have separation and then have a problem but if the initial contact is high and no separation there is not a problem.

A pass block is a good place to have a problem. "A" blocks high, takes a step back and then cuts the defender, we have a problem. But run blocking and the A player slides down is not a problem.

In addition, if the player being blocked gets his hands on the defender before contact, there is no foul even if the initial contact is below the waist.
