And I understand that. Just remember HS has fewer officials and in my opinion this block is not even close to appropriate for kids that age.

Actually its injury potential increases with age and weight of the players. So it's safest with the youngest.

That may be true, but players that are older are trained better to know how to better deal with these kinds of blocks and probably one of the reasons this was outlawed.
