What is the enforcement spot for the following 2 situations:

1: Play originates with team A on 17 yard line. Pass intereference in the endzone on B (defense). Pass incomplete. No other infractions

2: Play originates with Team A on 13 yard line. Pass interference in the endzone on B (defense). ). Pass incomplete. No other infractions

2 yard line - 1st and Goal
 
Both Plays have the same result:
1ST AND GOAL ON THE TWO YARD LINE

NCAA Rule 7-3-8c (See "PENALTY" on Page FR-93 (2001 Rule Book))
