In high school are you allowed to use a placekick as a punt out of your own end zone, or would it be a safety if the holder had his knee down?
A coach told me the rule is different in the end zone than it is between the goal lines.
Is this true or false?

The coach is incorrect. There is an exception that allows the holder to have his knee on the ground. The rules do not state anything about being between the goal lines for the exception to be in effect. A team could "attempt a field goal attempt" from their own endzone with the same results as a punt. It would be odd if they tried this, but nothing prevents it.

Correct, this is a scrimmage kick.
 
A field goal and a punt are both scrimmage kicks. Both can be made from K's end zone and the results of the play will be the same with only one exception. The field goal can score 3 points which would mean the kick would have to travel at least between 110 to 120 yards.
