Replaced Player
 
3-7-1 Between downs any number of eligible substitutes may replace players. Replaced players shall leave the field within three seconds.

2-32-12 A replaced player is one who has been notified by a substitute that he is to leave the field. A player is also replaced when the entering substitute becomes a player.


So A1 runs on the field into the huddle and never notifies A2 that he is being replaced. When do you call illegal substitution?

The 2010 Points of Emphasis review of the 2010 Rule Changes suggests, "Upon recognition, the replaced player has 3 seconds to start to his/her bench area." It also clarifies the recommended time frame, " is not impacted or not by whether a team huddles".

The answer to your question is that 3 seconds (ish) after a substuitute enters a huddle, someone should start leaving.
