Illegal Kicking
 
If the punting team fumbles the snap and then performs an Illegal kicking out of the back of the end zone, would the offended team have the option of taking the 15 yards on the following kick off (at the 20, now moved to the 10) and keep the safety. Or is this a one or the other scenario?

If K fouls in its own end zone, acceptance of the penalty results in a safety.

The ball was kicked on the 4 yard line off the ground and travelled out of the back of the end zone. Can they have the safety and the penalty assessed on the following kick off?

Wouldn't the penalty, if accepted, be assessed from the 4?

If accepted, the penalty would be from the 4, half the distance and replay the down. If declined, the result of the play would be a safety. There is no "carry over" of the penalty.

Considering that if the penalty is accepted, team A could easily concede a safety on the next down, there's no reason for B to take the penalty.
