Question

In accordance with NF rules, can a punt be run out of the end zone by R?

No. All kicks entering R's end zone become dead. Punts, kick offs, and missed FGA entering R's endzone are touchbacks.

Larry, next time you attend a game, ask the officials if you can. Every year the NFHS authorizes selected states to conduct their games using experimental rules.
Our state interpreter told us that four states were allowing this in 2002.
Maybe your state is one of them.
