Pass Interference

I don't have a football rulebook, just a fan. High school football game, ball at mid field, pass over middle for 9 yards, TE gets hit early, official gives him first down at spot 41 yard line, not 15 yards. Is this correct?

Pass interference by the defence ~ loss of 15 yards and automatic first down . Enforcement spot is the previous spot . Ball is spotted on the 35 yd line NFHS

Where was this game played, Massachusetts or Texas?
DPI is a spot foul for those states because high school football is played under NCAA rules (with some modifications of which PI is not one of them)
