live ball illegal substitution
 
B12 is exiting the field as the ball is snapped, he is still at the numbers but heading toward his bench. we have a live ball illegal substitution, team A gains 3 yards on the play. what is the enforcement? previous spot foul or end of run?

Actions which don't constitute a foul until the ball is snapped are enforced from the previous spot. This jives with the all-but-one principle since the snap is technically a loose-ball play.

Since B12 hadn't committed a foul until the ball was snapped, the enforcement would be from the previous spot.
