Moving the ball after a time out

Team K is on the +30 yard line on the left hash and lined up for a field goal. Team D calls a timeout. After the time out, the referee moves the ball to the middle of the field. Team K kicks the field goal and wins the game.

Can you move the ball after a time out? If so, what rule is used? (NCAA Rules)

Only way this could be done would be if the crew realized during the timeout they had mis-spotted the ball initially so duringthe timeout they figured out where it should be and put it there

Or if it is after a scrimage kick. I belive A should have the option of ball placement.

In Fed, only after a fair catch. Not sure about NCAA.
