Double Personal fouls
 
Personal foul on A and B during a scoring play, do the penalties off-set and replay the down?

Assuming they were both live ball fouls, no change of possession during the down, this would be a double foul for which "the penalties cancel and the down is replayed". (NF:9-2-1).

NF 9-2-1 refers to "SECTION 2 ILLEGAL USE OF HANDS AND HOLDING". This does not apply to Personal Fouls. I am very possibly wrong but wouldn't these be offered to the captains in the order that they occured, and B's only option would be to take the penalty on the try, but A would have the option of taking 1/2 distance on the try or full distance on the kick-off?

He meant 10-2-1, which deals with double fouls.

You are thinking of unsportsmanlike or nonplayer fouls. Personal fouls during the play are penalized under all-but-one from the basic spot.

My apology, I did mean NF: 10-2-1, and there is NO CHOICE for either team on a double foul. Penalties offset and the down is replayed
