Ineligible down field - ball tipped

Had this happen in my game on friday.

A's ball at their own 20. TE #30 is covered up by their WR, making him ineligible. He goes out for a pass. QB throws ball and I throw my flag. The pass is tipped (a) behind or (b) beyond the NZ (i can't remember which) and eventually falls incomplete well beyond the NZ at the 35.

My WH and U waived off my flag because they said that once the ball was tipped behind (or beyond) the NZ there can't be a foul for ineligible down field.

What do you have here?

NF: it's clearly spelled out in rule 7-5-12, that the touching by a team-B player in/behind the NZ negates the ineligible being downfield.

Once the pass is beyond the NZ, that ineligible team-A players should be flagged no matter who touches the ball.
