Delay of Game question
 
Baseball umpire here.

Mich/ND game. UM had ball deep in the redzone (5 yrd lineish) on the right hash with a right footed kicker. UM burned through the play clock so they could get moved back 5 yards for a longer field goal but not quite as much of an angle.

The announcers were dead set on telling Weis to decline the penalty to force them to kick from where they were and keep the bad angle.

In the end they moved back five yards, and the kicker shanked it badly.

So basically, is delay of game a decline-able penalty? because it would make sense to decline it in certain situations (this type, and when teams want extra yards to punt.)

Also are there others that aren't decline-able.

NCAA Rule 10-1-1 (b):

Any penalty may be declined, but a disqualified player must leave the game.

The same is also true in HS rules... the distance penalty for any foul may be declined, but a disqualified player must leave the game.
