High school game, offense in Wing T. Quarterback sets offense, as wing goes in motion he yells "Set" quarterback continues with cadence. Is this legal?

The defense may not give signals that interfere with the offense's signals. (e.g. a DL yelling "Hut!") That results in a 15-yard Unsportsmanlike Conduct penalty. Other than that, there are no restrictions on who may call verbal signals.

The offense may be penalized for a false start if they commit any act clearly intended to cause the defense to encroach. A player yelling "Set!" would not normally qualify.

This is also the Canadian ruling, with the exception that it's a 10-yard OC foul.

"Objectionable". Which word, when you think about it, could cover any act in football if taken literally...or by a lawyer.
