2 Dead Ball Fouls
 
This question was on our pre-season NCAA quiz and we could not agree and I there is no AR on it.

A, 2 and 4 at B30. Nose Guard B75 anticipating the snap crosses the neutral zone before the ball is snapped and contacts A56. Left tackle A72 then grabs the facemask of B95 and pulls him to the ground.

Some think we enforce the 5 yard foul, award team A a first down, then enforce the 15 yard personal foul against A. A, 1 and 10, B40.

I am under the thought that both penalties need to be completed before looking at the line to gain. A, 2 and 14, B40.

Thoughts? Rule? Reference?

Any help would be much appreciated.

REPLY: Offset...See rule 10-1-5:

ARTICLE 5. Penalties for dead-ball fouls are administered separately and inorder of occurrence (A.R. 10-1-5-I-VI) [Exception: When unsportsmanlike or dead-ball personal fouls by both teams are reported to the referee and before any of the penalties have been completed, the fouls offset, the number or type of down established before the fouls occurred is unaffected, and the penalties are canceled, except that any disqualified player must leave the game (Rules 5-2-6 and 10-2-2-a)].

I know it is not an offset as the rule says if two dead ball personal foul or unsportsmanlike...these are not that. Only 1 is a personal foul.

I'd enforce them in the order they happened (since they weren't both P/F's or U/C's) and end up with the result you said - A 1st + 10 @ B40.

Agree. That's the result we had in our first rules meeting of the year.

This is question #7 from the Big 12 Practice test. Since I've already gone through it myself, the correct ruling is A 1/10 @B40

Thanks. I agree and kept my answer the same. The Big 10, MAC, and Missouri Valley are all taking the same test.
