Legal pass Question

Hello

I just need a clarification on a rule.

The offense snaps the ball to the quarterback he hands off too the running back, the running back crosses the line of scrimmage and pitches the football backwards to the quarterback which is behind the line of scrimmage. Can the quarterback still throw a legal pass downfield?
