What penalties kill the play

Wouldn't call this a penalty, but we had a streaker on the field last year, but it 'killed the play' before it started. Funniest thing I've ever seen on the field.

I assume it was an offensive penalty.

Did you flag him for backfield in motion?

Based on what you saw, was it a major or a minor foul?

Did he get a lot of inadvertent whistles?

Ok, I'll stop now....
