Scrimmage Kick Block Below the Waist

4th and 10 on Ks 35.

K88 is in punt formation 12 yards deep

K33 is the personal protector 5 yards deep.

Before K88 punts the ball K33 has blocked R55 below the waist.

Where is the block below the waist enforced from?

previous spot, spot foul, post scrimmage kick enforcement???
